Abstract

Cinco países integram o grupo dos Monster-Countries, segundo a expressão cunhada por George Frost Kennan (1993): EUA e os membros do BRIC (Brasil, Rússia, Índia e China). São assim denominados por serem países de elevada heterogeneidade e, por apresentarem territórios continentais e grandes contingentes populacionais, além do importante papel que se espera que tenham no futuro da humanidade. Este trabalho tem por objetivo refletir sobre a participação desses gigantes no cenário de mudanças climáticas globais de acordo com seus respectivos balanços contábeis, elaborados pelo método BCN (Louette, 2009), que possibilita a identificação de ativos, passivos e patrimônios líquidos ambientais de países. Esta pesquisa, por seu caráter inovador e exploratório, tem por objetivo permitir o reconhecimento do meio ambiente como uma entidade distinta dos governos, das pessoas físicas e jurídicas e fazer o registro dos serviços ambientais e das externalidades. Os resultados mostram a relevância dos Monster-Countries no cenário mundial, com patrimônio líquido ambiental deficitário de US$ 1,8 mil anuais para cada um de seus habitantes, com resultado comparativamente menos desfavorável que o déficit planetário per capita de US$ de 2,3 mil. Os resultados também apontam a necessidade de ações enérgicas e coordenadas para a redução das emissões de carbono e do risco de redução da população mundial em 2050.

Abstract

The Monster-Countries group, expression created by George Frost Kennan (1993), comprises five countries: the USA and the members of the BRIC (Brazil, Russia, India and China). They were given this name due to their heterogeneity, continental territories and large populations, besides the important role they are expected to play in the future of humanity. This research aims at assessing these giants’ participation in the context of global climate change according to their respective balance sheet, based on the BCN method (Louette, 2009), which allows the identification of countries’ environmental assets, liabilities and equity. This innovative and exploratory research aims at the recognition of the environment as an entity apart from governments, private persons and legal entities, and the registration of environmental services and external factors. Results show the relevance of the Monster-Countries in the global context, with an environmental equity shortage of US$ 1.8 thousand per year per each of their inhabitants, a less unfavorable result compared to the planet’s per capita shortage of US$ 2.3 thousand. This indicates the need of energetic and coordinated actions as means to reducing carbon production and the risk of a global population decrease in 2050.
